No boot after restart. Windows 8.1 won't boot after soft(warm) restart. I always have to Shut Down and the power back on or hard reset (cold boot) via holding down the power button. No BIOS POST or Windows errors. Just stops at a black screen after the BIOS splash-screen. Been happening since Day 1 and have been putting up with it.

List anything you've done in attempt to diagnose or fix the problem.

Changed the BIOS boot orders. Checked Event Logs. Ensured the partition with Windows on it was marked as "active" in Disk Management.
