Hit with screener which I didn't pass, requester says to submit it for smaller payment - is this possible?

The screener isn't mentioned in the instructions; I answered a couple of questions and got a message about it:

"We are sorry. The survey has ended. You did not do anything wrong. Rather, we are looking to survey a very specific type of employee. For your time, we will credit $0.05 to your account if you enter this code at MTurk: [XXX]"

I thought that if a requester approved a hit it had to be paid at whatever it was set at ($.50 in this case) and the only way to not pay the set reward would be to reject the hit. I think it's possible to bonus even a rejected hit but that leaves the rejection standing.

This is a new requester (no TO) so I messaged him about this (twice, actually - couldn't fit everything in one message), suggesting he remove this hit and repost both a screener, which could be used to set up a qual, and the main survey. I do sort of remember someone doing something different though, but I can't recall the specifics now so I thought I'd ask here. Am I missing something? Is there a way to do what he's saying? If there is I need to send him another message - and revise my TO. :)
