Twin Slashes not dealing dot damage?

So i just started playing this game last week off and on. Leveling a nightblade with duel wielding.

Correct me if im wrong but Twin Slashes is supposed to leave a dot for 9 seconds right?

Twin Slashes
-Slice enemy with both weapons to cause deep lacerations and [x] Physical Damage. -Lacerations deal an additional [y] Physical Damage over 9 seconds.

I use it on an enemy and stop attacking but they are not taking ANY damage over time what so ever.

Anyone else can confirm this? Am i just a noob who is seeing something wrong? From what the skill says, it's a dot that isnt doting atm
