The painting (spoiler)

So did we ever figure out who gave Cece the painting? Who is her "ally"? I realized during my rewatch this morning that Cece has the painting with her when she's talking to Ali. Not sure if I missed something, if this is another plot hole, or if they are trying to set up for the new villain in 6B.
