Spoilers- Was this finale filmed to replace the episode that drunkgate spoiled?

I've heard a lot of people suggest this, and I can't help but wonder if it is true... because this episode had so many plot holes and it completely lacked the big BANG factor that past finales have 100% delivered. This episode was supposed to be the finale to top all finales, and yet it appears that virtually NO money was spent on the episode, and it was very sloppily executed! All the props, clothing, and sets were taken from past episodes. The prom room, the carassimi group office, some random room in Radley were used as the finale sets. And all the actors were just wearing their dresses from the last episode... Not to mention the fact that we didn't even see a lot of the main characters involved (Toby, Ezra, Caleb, Tanner, the moms) so clearly they weren't spending any money on hiring those actors (or the actors couldn't re-shoot?) In my opinion it seems like they recycled most of the materials that were used in the finale and thats a huge surprise and a disappointment because past finales have been so over-the-top and cool. I mean, 1/4 of the scenes were flashbacks from past episodes. And that video that was used to show Cece watching the liars from outside the cafe looked so bad I laughed out loud. I just have to wonder where did the budget go? Was this episode a re-do?
