Where does place stealing fall on bans?

I was just wondering as this place: http://www.roblox.com/games/130989375/One-Piece-Online

was stolen by: http://www.roblox.com/games/282873549/One-Piece-Offline-TOURNAMENTS-NOW

by paying over 100 dollars on v3rm for it.
