Small credit card debt in collections. Can I negotiate payment to have card reactivated in return?

I owe about $450 in credit card debt. I got a credit card over a year ago when I was broke. Maxed out my $300 limit and never paid it. This is the only adverse account on my credit report. Can I negotiate to pay this in full and to have the card reactivated?

I really want to start building credit since this has poorly affected my score but I'm afraid I wont get approved for any credit card.
