A question about the Sky High Holistic raid. (Cops Eating Pot.)

Why was Sky High open for business when there was a temporary restraining order on their license? As I understand it, there was a dispute about the lottery process that selected the 20 dispensaries that caused the hold on all permits, which was supposedly the basis for the raid? Did they not know? Did they think it had been lifted? Were they high and just forgot? I'd appreciate anyone who could enlighten me.
