Whats with the lack of mowing?

It seems to me like the city isn't really mowing the grass along side highways and other parts of the city. At first I figured it was because they couldn't keep up with all the rain but since the rain died down i'm wondering whats up? Budget cuts? A pro wildgrass movement? An attempt to bolster bee populations? Maybe i'm just crazy and it has always been like this?
