Will a SSD make a difference in my fps?

I am using a standard 7200 rpm HDD. I can only afford a video card around 60-70$. I was wondering if I should just upgrade to a SSD to see if that would make a difference. I am experiencing insane fps stutter to the point that I'm dying multiple times a day.

I have 7200 rpm HDD amd r5770 hawk video card Phenom II black edition hexacore processor 16 gigs of ram
