Multiple mod Installation not working for no discernible reason.

Heyo all,

I've modded my Payday with Pocohud, Hoxhud, Project Canary and Goonmod through BLT:CSE and it works fine. I sent the files of the completed install to a friend and he put them into his payday folder, and they worked fine for him too.

Very strangely however, I have a third friend who I have done the same for, but no matter what I've tried so far BLT just doesn't start. Pocohud and Hoxhud run fine, but there is no "All mods are up to date" dialog above his levels, no mod options, and no evidence that BLT is installed at all. His files are exactly the same as me and my other friend, and I've tried multiple times but it just won't work. Does anyone have any ideas why it would work for two people but not a third?
