Cod 4 gets laggy when run on new OS

I recently got Call of Duty 4 on my PC I had it on Windows 7 and it ran perfectly fine at about 20-30 fps I could even play multiplayer with barely any lag but when I upgrade my Pc to windows ten there was a dramatic change it was barely able to run the game and i only ever got 1 fps! i thought of downgrading but i found out that windows 10 has near same system requirements as windows 7. please help My PC isnt that good but here are the specs

according to systemrequirementslab( http://www.systemrequirementslab.com/CYRI/Requirements/call-of-duty-4-modern-warfare/10658?p=r ) i should be able to run the game.
