Hard drive upgrade issues with the USB system software. Please help!

I just backed up my ps4 (took about 6-7 hours for 400+ gigs), put in a new 2TB drive and am now having issues with the USB file installation during the system set up.

Formatted the drive through windows and the CMD console, as i found those as fixes through the internet. Didn't work.

initially, i had a ~200mb file and found out that it was a 700+mb file. i got that onto the drive and still no luck.

Now when I put the flash drive back into the PC, it shows up but will not open. i tried formatting it again and it won't go.

Please help me get this problem solved r/PS4 ! You're my only hope!
