I am planning to buy XBOne controller for my new PC. Should i buy 'Play And Charge Kit' as well?

What is the use of 'Play And Charge Kit' for someone who is getting the controller only for a PC. I have never owned a Console or Controller before so i have no idea about these things.

Update: Getting only the controller, not the kit.
