Newish vendor, order hasn't arrived - is 50% refund standard?

Bought from a newish vendor recently, 15-25 deals and been around a month or so. My first, smaller order arrived with no issue so I placed a second order 2.5 weeks ago which hasn't shown up. I messaged the vendor 1 week in and he wanted to wait for the end of the week, I waited and messaged again and he asked for my address which I gave, messaged again a few days later asking if he would reship since he asked for my address and he replied 50% refund and initiated resolving.

I'm not really pleased with a 50% refund as it seems like he could have just scammed me into getting 50% of my money and not sent anything. Do I accept it?

It does say on his profile 50% refund and I'm a newish agora buyer too so not sure what support would say.
