Questions about a succulent I bought in the spring

This is what it looks like:

It was labeled as a "fast growing Echeveria." It does look kind of like Perle von Nurnberg, but the color seems different. Can anybody give me a rock solid ID?

It came in a pretty small container. I repotted it into a larger container, and it dropped some leaves shortly after.

Now it is making these:

I assume these are clones? Can I cut them as I would the top rosette? If I were to do that, how long should I wait? Or rather, how big should they get before they can be viable cuttings?

Leaf shape resembles Perle, if it was, it looks like the coating is washed off all of the leaves. More sun should bring the color back.

The new growth at the bottom are in fact new offsets, as low as they are they should be making roots on their own. I'd leave them on until they either had roots or were at least an inch or 2 long so you can remove the bottom leaves and have a stem to plant in the future

Yeah it's definitely been rained on a few times over the season. Is this bad?

For the coating yes, as it doesn't come back that I know of. If water stays on the leaves and sun bakes it, it can burn the leaves. Other than that, it's okay as long as it's not too much water.

Thanks for the help. Too bad about the coating. It is what it is. I guess I'll try to keep it out of the rain.

No problem, the new growth will have the coloration as long as it doesn't get washed off too. Keeping it out of rain is a lot easier said than done as we've got lives to live, Good luck!
