Frugal space heater?

With summer coming to an end and winter quickly approaching I'm starting to consider what I'll be doing for heat this winter.

Little background, I live in a third floor apartment in an older (but seeminly well insulated) house. The built in heating is electric baseboard. Since it's just myself and my girlfriend living there, we only really are in the bedroom or living room at any given time. Neither are very large rooms as our apartment is only a total of 600 sq/ft with a very large kitchen.

To save some money I'm considering keeping our baseboards set at a relatively low temp (60ish) and then heating the rooms we are actively in using a space heater.

So what is the best heater available to maintain a comfortable temperature in a generally small room. I've been looking at infrared heaters as they are aesthetically pleasing but I'm not sure if they have any benefit over conventional heaters.

Any input would be greatly appreciated.
