Federal Hill Comcast, Overloaded node or Peak hour Throttling?

Hello, for the past 30 days, I have noticed a tremendous amount of buffering for all my video streaming services during peak video hours (5-10) All wired devices to my home network. (DOCIS 3.0 modem and AC Router) I'm interested in others experiences whom live in South Baltimore? I'm debating filing a complaint with comcast for an over-utilized node or possible throttling. Here is where it gets murky. I have tested the the video services while utilizing a VPN and most of the services run fine, which leads me to believe Comcast is throttling, of which I would like to file a complaint with the FCC. https://consumercomplaints.fcc.gov/hc/en-us or is comcast throttling because their node is overloaded.
