[EVENT] Expansion of Oil Refinement

UNIFIED REPUBLICS, APR 2033 The French Republic and the Unified Republics of Albania have, pursuant to the cooperative national interests of both nations, and the interests of Europe as a whole, signed an agreement detailed below regarding the expansion of oil refinement inside Albania, along with furthering the already historical relationship between France and an Independent Albania.

Agreement

PURSUANT to the rising need of sources of energy, both within Albania and France and the international community as a whole, the French Republic and the Unified Republics of Albania are to abide by the following agreement:

The French Republic has agreed to the construction of three independently operated oil refineries within both Albania and Kosova to refine the tones of crude oil produced by the region on a daily basis -- in order to properly prepare it for domestic and international use.

The French Republic has also agreed to cover the costs of the aforementioned construction up to and including 45% of the total initial cost, with the remainder of the costs being delegated towards the Unified Republics of Albania, which in turn have agreed to cover the costs of up to and including 55% of the the total initial cost.

The Unified Republics of Albania have agreed to sell 10% of the government's share in the government owned oil company, Albpetrol, which is to control the operation and function of the three new refinieries being built in locations throughout Albania and Kosova -- based on their need and where they would operate in the most effecient manner.

The French Republic has agreed to immediately begin a training program for Albanian technicians, scientists, and other specialists for employment within the new refineries, the republic has also agreed to cover the costs of the program in full.

Both Parties agree to the aforementioned terms, and will abide by the terms -- and the two partner nations will deepen their already strong rooted ties as friendly, allied, and native allied nations.
