Does Christopher Nolan need more time to work on his screenplays?

Allegedly, Nolan worked on the script for Inception for an entire decade in order to work out the logical consistenty of the narrative and how the dream sequences would work, and overall, that film worked on every level it was supposed to. His last two movies, The Dark Knight Rises and Interstellar, are both plagued by plot holes and massive narrative flaws. I enjoy both movies immensely in spite of their flaws, however, I wonder if Nolan could have made them better had he been allowed to take his time polishing them and not having to release them on a strict timetable. It upsets me how Rises has become a punching bag around Reddit and other places on the net for its plot holes, because I really believe that movie is really fascinating even though it's a frustrating sit due to those massive plot holes. Three years later, and I am still thinking about that movie, where as something like Captain America: The Winter Soldier, as much as I love that movie too and the fact that it has a much tighter script, I don't think about it as much. Likewise with Interstellar, some parts really WERE on the level of 2001: A Space Odyssey to me, it's just that they were surrounded by other scenes that were sloppily done.
