Anyone know at what age it's safe to start using Vicks for little ones?

I know that Vicks vapor rub is bad for babies, it has the opposite of the desired effect and stuffs them up worse. What about toddlers? My 2yr old is stuffy and I was considering putting some Vicks in the shower with us to help, Vicks + steam combo, as opposed to putting it on her skin or clothes. I didn't because I didn't want it to backfire on us before bedtime.

At what age did you start using Vicks vapour rub on your kids? Is there an alternative you use instead? Thanks!
