Is PVP always this hard on new players? or is it just me.

I am new to the game, I am currently a lv 13 warlock and I am having a hard time trying to enjoy playing PVP.

the problem is that it feels like I can't take out anyone, even if I unload an entire clip on to them but I end up dying within only two pistol shots.

I'm I missing something here? I feel really helpless right now.

do I need to level up more or something?
