ELI5:If there are already laws on the books for murder, rape, theft etc. then why do we need specific laws for drugs?

This makes zero sense to me. I mean, if you commit and a crime while on drugs or not it's still a crime but if you just like to consume some on occasion, similar to alcohol which is a drug as well, why is that a crime in and of itself.
