Game freezing for 1-3 seconds randomly.

Title pretty much explains it. I reinstalled windows a few months ago and been having this problem ever since. Its not an internet connection problem, as its mainly just the game screen freezing for a few seconds as you would imagine it.

Usually its whatever, but sometimes it freezes up at the most intense teamfights only to unfreeze when everyone is dead.

By any chance anyone has dealt with this and have some solutions?

Note: this problem started pre reborn, so I doubt that reborn affected this in some way.

Edit: Honestly dont get why am I getting downvoted. Is this some kind of reddit logic, where if I dont have this problem, I see it as a shitpost?
