Any tips for dealing with hard water?

Recently moved into a condo in the Capitola area and I had no idea that the hard water would affect me so much (skin and hair are a wreck, not to mention it tastes awful). I'd love to get insight from locals as to what water treatment solutions you've found to be most effective. I'm considering under sink filters for the kitchen and maybe bathrooms depending on the cost, and also looking for something for the showers. I don't think I can do a whole house system given that I'm in a building with several units. Anyone have any suggestions or advice?
