[DIPLOMACY] The Khartoum Purchase

In order to alleviate tensions between the UAC and the NAR, the TSC will be purchasing the previously UAC-occupied territory of Sudan, renamed to Khartoum under the NAR. We will be paying $50bn each year for 4 years to secure the territory. Though a tense moment, we are glad that we were able to resolve it peacefully.
