[PC][90s] Flying rescue game in a zombie apocalypse

Other details: I remember this game from when we got our first packard bell back in the 90s, it was around the same time as Fury3 and I remember the first 2 levels. The first level you played in a helicopter type vehicle (could hover) and you had to rescue as many people as possible.

It was possibly set on an island, and when you went into the level, humans started turning into zombies. Then when that zombie got near a human, that human would turn into a zombie too etc etc. You could shoot the zombies (and humans). To rescue them you had to fly through a set of rings that were on the island.

The second level, you had a limited amount of fuel, so could only fly for a short period of time (but could drive around). There were flying baddies that I think looked like bees.
