ELI5: Why are air conditioner temperature settings so inaccurate?

If I set the thermostat to 74 degrees (F) in my room, it always goes to around 70 or colder. If I'm in my car, it's a little better but still bad. In the office, AC is usually set at 72 but feels like it's 60 degrees! Am I the one that's judging temperature inconsistently or the AC screwing up?
