Soraka's self-heal from Q should scale with Q's rank, rather than her W's rank

As it currently stands, every champion hit by Soraka's Starcall heals her by 25/35/45/55/65 (40% AP), increased by 1% for every 1% of her missing health, based on her rank in Astral Infusion. As such, maxing W in lane provides both her and her ally a substantial amount of sustain that is incredibly frustrating to deal with. Moving the self-heal scaling to her Starcall rank would reduce her early game sustain while keeping her mid game intact.
