Windows 8.1 desktop keeps refreshing. Even in safe mode.

This is not my computer by the way. It belongs to a coworker who asked me to fix it for her.

Originally her laptop was teeming with malware. She kept going to weird streaming sites and downloading music illegally. On top of that, a dialog box came up saying she was missing AMD graphics drivers. It took me forever to get Malwarebytes installed and uninstall weird software she thought would fix her computer. She had something in there that was called something something 'optimizer'.

When malwarebytes finally finished it found over 800 things in there. Cleaned that up, then uninstalled all that crapware she downloaded. Next thing I did was run a windows update hoping it will take care of the missing AMD driver. Plus her computer was still running the original Windows 8 running (not 8.1 just Windows 8). Finally got the update installed and 8.1 in her machine. When it boots up, all of a sudden the desktop keeps refreshing. I thought 'is windows explorer messing up?' or if the install went bad. I brought up the run box typed 'msconfig' as fast as I can (for some reason her laptop doesn't bring safe mode options when I hit F8 when booting it just continues on to the logon). To my horror the desktop does the same thing in safe mode.

[Here is a video to show you what I mean.] (https://youtu.be/tnTW5MViKr0)

I was planning on resetting her computer to factory setting but she told me to save the photos at all cost. I can't get to it because as you can see the windows just closes every 7 seconds. Any suggestion on what to do to fix this or at least save the photos?
