I have a 28" inseam... solid options >=500cc?

As the title suggests, I am a tiny man. Rather, I'm average height but it's all waist up (I can hold my arms straight out and kick myself below the wrist). I'm partial to cruisers and dual sports, but is there anything that will actually be reasonable for me to ride (bonus points of it has saddlebags since it'll be my daily driver while in Hawaii). Thanks in advance!
