[BL1] I rolled the worst Combustion Hellfire I've ever seen...

I've had this Hellfire for a few years on this character but never thought it was odd, until talking about the game with a friend recently. Is this a thing that happens or is this unheard of?

2.6..... TWO POINT SIX?!? The fuck is this shit?

 Damage: 178
 Accuracy: 78.7
 Fire rate: 12.5

I have had the good one for far longer than the crap one too. I got the bad one randomly one day grinding a level I have forgotten for fun. I have had dozens of hellfires over numerous playthroughs and have never seen anything like this before.
