Is my game broken or is The War Economy the worst mission of all time

I've restarted this mission 6 times. miller insists that some arms dealer is getting off of a chopper. a chopper comes and drops off one regular soldier then hovers in the air forever and nothing ever happens. I've tried interrogating that soldier and everyone else in the area. nothing happens.
