As a guy I have the same sort of feeling. It is weird to think about why that is. Partially, I'd assume its something patriarchal. In a male dominated society, it makes sense that men get theirs and then they're over it. So maybe its part of that (admittedly morally wrong) historical cultural norm of men getting what they want and being done after they have that.
Additionally, there could be a biological role. Once a guy finishes its pretty common for their penis to be out commission. I've been with girls who are "one and done" but its more common for them to be capable of multiple orgasms, so in that case it makes sense that the a female orgasm doesn't signify then end of sex, because often times they can keep going.
My refractory period is fairly short but it definitely exists. If I have three orgasms in a night and she has one or none, I would say we had sex three times that night because me orgasming pretty much means there's a break for a little while. If she orgasms three times and I orgasm none I consider it having sex once that night.
I guess what defines it is how we behave and take breaks. I've also orgasmed and then finished her off via other means, but generally me cumming results in a break and/or bed time. Ideally she's orgasmed at least once by then but it varies. Its very interesting to think about why male orgasm seems to be generally accepted as the end of sex, though.
