Cant purchase Destiny The Taken King on XBOX One - Says unavailable

Hey I'm hoping someone could help me understand what the issue is this is beyond frustrating. Every time I attempt to buy the 40 dollar game it says unavailable but would be more then happy to allow me to buy the 60 or 80 dollar games....

I've removed all profiles from my XBOX One, re-downloaded both expansions and the season pass but it still wont allow me to purchase the $40.00 from the XBOX store.

I am considering going to Gamestop tomorrow and buying it but I'm worried I wont be able to use it since the system isnt picking up the fact that I have the games already....

Has anyone ran into this problem or seen any help about this? I've found a few that told me to do the above steps but I'm still stuck. I also tried to use Smartglass to buy it and download it but it only gives me the option to Pin it.
