Why dont they add enemies x-ray on casual ?

I was thinking... most of the time during casual playing, cheaters don't get kicked because their teammates are the only one who can kick them, but they can't see the cheater aiming and shooting through walls as clear as people on the opposite team, since they can spect the enemy team and see their team x-ray, why can't we see enemy x-ray aswell? I think that would help a lot...
