Problems with iCloud music library (wtf is ineligible?)

So I wanted to try Apple Music with all its features, but this whole thing is starting to seem like a massive mistake.

Why would a song be 'ineligible'? This makes no sense. It can't be because it's Chinese either because most of my other Chinese songs uploaded just fine. I thought iCloud music library is essentially an online repository for my music?

Why does iTunes suddenly become almost unusable after enabling this? Anyone else on Windows experiencing this? It's crashing extremely often.

Looks like Google is still significantly better at cloud services... This is disappointing.

If anyone could answer the questions above it would be greatly appreciated. I really want to try to use Apple Music but holy shit is this sucking right now.
