How would I go about adding cypher to a skitarii maniple, without being unbound? Is it possible?

I wanted to add cypher in to my small skitarii force, (for pure fun nothing competitive) is this legal without having to use unbound? I know he is technically able to go with any imperium of man army besides DA. But, would I just have to throw him in with an allied detachment of Space Marines? Thanks for the help!
