Perk plastik did something weird

last week I was trying to send some money to a friend through the plastik card that was connected to my venmo account ... It was only $5 but it failed so I tried a few times without realizing I kept being charged $1 because the transaction was declined so I lost the whole $5 in those fees... As of 5 min ago in my perk Wallet those $5 are back and In history it says transaction reversed .... Anyone wanna explain this ?
