Newly installed CD-drive keeps beeping. It's annoying. Occasionally starts spinning for no reason also.

Hey guys, bit of background. I have a DELL xps from 2008. Over time I've installed a new power supply, graphics card, and just recently a new CD drive that i bought for $15 at microcenter. Everything else is stock. Using Speccy:

Operating System
-Windows Vista Home Premium 64-bit SP2
CPU
-Intel Core 2 Quad Q9400 @ 2.66GHz 33 °C
-Yorkfield 45nm Technology
RAM
-6.00GB Dual-Channel DDR2 @ 399MHz (6-6-6-18)
Motherboard
-Dell Inc. 0TP406 (CPU)
Graphics
-DELL SP2009W (1680x1050@60Hz)
-E246W-1080p (1920x1080@60Hz)
-1023MB NVIDIA GeForce GTS 450 (EVGA) 48 °C
Storage
-465GB Western Digital WDC WD5000AAKS-75A7B0 (SATA) 38 °C
Optical Drives
-TSSTcorp CDDVDW SH-224FB
-DTSOFT Virtual CdRom Device

Original problem with the first CD drive would be that it would pop out for no reason. I would have to force it in 3-4 times before it would stay in. I would have this problem at every computer restart or blue screen (which I've been getting 1-2x per week unprovoked). So I bought a new CD drive and there are 2 minor problems with it. (1) When it is closed with no CD inside, it beeps at random intervals ranging from 10-20 seconds. When it's open, it does not beep. (2) When it's closed with a CD inside, it will spontaneously start spinning even though there is no program open which uses the CD drive.

What could the problem be? I'm willing to talk on skype or use whatever program you want to talk to you guys and figure this shit out. Or at least find a way to stop the CD drive and computer from communicating until I want them to.

Here's some extra info on the drive in case it helps you
