IWatch owners in UAE

Since facetime is not allowed and does not exist in iPhones sold here in retails stores, does that affect the usability of the iWatch?

A colleague of mine cant make calls out or receive calls on her iwatch.

Im looking at buying one so any local reviews would be welcome.
