Using Bill Shooters to build on top of moving platforms

The Bill Shooter is a pretty cool object, Mario can stand on it as if it was a solid tile but it still falls around like an object. Playing around I built a "train" out of Bill Shooters on top of some horizontally moving platforms.

However, Bill Shooters keep shooting things, which is annoying. You can make them shoot coins or something harmless to mitigate the problem, but the "spam" is pretty annoying if they are serving mainly as building material.

Do you guys have any neat tricks around this? Is there some way to make them stop shooting, or some other object in Mario Maker that can act as a mobile "building block"?
