As designers, would you ever recommend hiring through a new agency?

I am looking for someone to help me with designing my website. I've recently been contacted by an agency. It seems like the agency is rather new, but they have a portfolio of designed websites. So I asked them how this works and they said they had a group designers ready and I can hire one or more of them at my earliest convenience. Do you bave experience with agencies like this? Do you think they'll overcharge me so that the business would make some money as well? What about quality of work? They don't seem very upscale but the works on the website seem rather good.
