Is Cathy in Diamond City doing a "Girls Impersonating Bill Cosby"?

Cathy is John the hair dressers' mother in Diamond City. The first time you walk in she has a conversation with John. Sounds just like someone doing a bad Bill Cosby impersonation. Am I the only one that though this? Try to load an old save and watch it again if possible i think its hilarious.
