The tower vendors refuse to sell my Warlock an Intellect/Strength helmet.

I wanted to make an intellect + strength build for my stormcaller, and im getting no help from the tower vendors. There are seven helmets for sale total. Now wouldn't you think that at least one would have intellect + strength stats? I could use an exotic but i wanted to build my warlock around the Voidfang Vestments for grenades on spawn, so i would need a legendary helmet.
