Migrating OS to an SSD on a Laptop

My laptop has both a hard drive and an SSD. I'm having pretty slow boot times, so the only logical thing to do is to move the windows install to the ssd then, right? Well, there's a problem with that. The SSD is only 32gb. Windows 10 needs only 16gb to install and less than 4gb after installation. Is there a way to move windows to the ssd, but keep my program files and other data on the HDD where there is room for them?
