Too ambitious?

Despite the title this is not a question, it is something I will try to do regardless. I live in a rural country with one Supermarket chain that basically dominates the market. I have been thinking for a long time and I want to create a website for them to set up on me grocery shopping. They have all the necessary infrastructure, but they need initiative and someone to set up everything else. I would also need to make all the algorithms to determine the shortest routes for the drivers to deliver to multiple households and resupply. I have basic and programming knowledge and enough time to learn. I was wondering what languages do you recommend I use? I was also thinking about taking a map of the population density of the country and cross-referencing it with a map of areas with higher income (property price) in order to find out which sectors to prioritize first.
