Need advice on money loaned to third party on condition they would pay back. Don't have their home address to send notice!

I live in AR. I loaned someone ( i didn't know) but met him on CL. I loaned him 7500$, which he agreed to pay monthly. This was notarized by the bank, where he cashed the check i wrote him. He paid for 3 months straight, in the amount of 700$. At the end of fourth month, he started having lease problem with owner and he ended up suing the owner. As a result, he couldn't pay me anything. He provided lawyer paper work he submitted as a copy to sue the landlord for breach of contract. He also took a full-time job. I think he has case on hand, but i also want to make sure i don't have to wait for payback till the final verdict is out. Can i go to small claims court? If so, which state do i need to apply in? I am in AR, he is TN I don't have his physical home address to send notice.
