Multi-storey Solitude

Solitude is supposed to be the capital of Skyrim, but it doesn't look too different from the other cities. I think having 3-4 floor-buildings with stores in each floor would make the game quite better. I feel there should be more merchants in the city and some of them should sell vanity items. It doesn't quite make sense to not have more things to do. It should be the greatest city in my opinion and we should make it so.

What do you think? There were undeniably a lot of multi-storey buildings in the Middle Age, so it's not unrealistic or not lore-friendly. I think it's a great idea. There might be some issues with the navmesh or AI, but I don't think those are issues that are impossible to solve.
