If I wanted to open up a clothing resale shop in Houston, what would be the steps I need to take as far as business licenses etc. go?

Second-hand clothing is a growing industry with today's economy along with people becoming more environmentally conscious. However, I am clueless as far as the steps I need to take to be legally able to open shop. Also, what are the parts of town that would have the most success with this kind of business?
